PHMSA Issues New Pipeline Safety Requirement for Shut-off Valves

The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) has revised the Federal Pipeline Safety Regulations applicable to most newly constructed and entirely replaced* onshore gas transmission Type A gas gathering and hazardous liquid pipelines with diameters of 6 inches or greater. In short, operators of these lines will be required to install rupture-mitigation valves (RMV), such as remote-control or automatic shut-off valves, or alternative equivalent technologies. The ruling, which goes into effect on October 5, 2022, further establishes minimum performance standards for the operation of RMVs to prevent or mitigate the public safety and environmental consequences of pipeline ruptures.
